I Sverige finns ett kommunalt planmonopol. Begreppet står för att kommunerna själva väljer när och var detaljplaner behövs. Tätbebyggelse kan inte tillkomma utan en detaljplan som medger bebyggelsen. Kommunen är dock skyldig att upprätta en kommunomfattande översiktsplan.

english definition:

A municipal planning monopoly exists in Sweden. This term signifies that municipalities choose themselves when and where detailed development plans are needed. Built-up areas cannot be established without a detailed development plan that permits the development. The municipality is, however, obliged to establish a municipality-wide comprehensive plan.
