När förslag upprättas till nya, ändrade eller upphävda planer skall kommunen samråda med olika intressenter. Vilka intressenter som berörs beror på vilken typ av plan det gäller.
Syftet med samrådet är att förbättra beslutsunderlaget och att ge möjlighet till insyn och påverkan. Under samrådet bör motiven till förslaget, planeringsunderlag av betydelse samt förslagets innebörd och konsekvenser redovisas. För detaljplaner och områdesbestämmelser gäller att, när det finns program eller miljökonsekvensbeskrivning skall dessa redovisas.
Efter samrådsfasen skall resultatet av denna redovisas i en samrådsredogörelse. Redogörelsen skall innehålla de förslag och synpunkter som kommit fram under samrådet samt kommunens ställningstaganden till dessa.

When new, changed or annulled plans are proposed, the municipality has to undertake consultation in planning with different interested parties. Which interested parties are affected depend on the type of plan the consultation is concerned with.
The purpose of the consultation is to improve the basis for decisions and to give an opportunity for public control and influence. During the consultation, the reasons behind the proposal, the significant planning documents and the meaning and consequences of the proposal have to be accounted for. When there exists a programme or environmental impact assessment for a detailed development plan or an area regulation, these have to be accounted for.
Following the consultation phase, the results of the consultation exercise have to be accounted for in a consultation report. The report has to include the proposals and points of view that have emerged during the consultation, as well as the stance of the municipality to these proposals and points-of-view.
