This is in contrast to neighbourhood planning and the closing of gaps that both result in completed residential areas that are very difficult to change and supplement according to future needs. Link planning also tries to utilise existing communication links, and to complement these when necessary, in order to establish an overall structure that functions today and meets future needs and planning ideals.
