Tematisk översiktsplan

national definition:

Komplettering av den kommunomfattande översiktsplanen
med ställningstaganden till nya sektorsanspråk, utan att
planen i sin helhet arbetas om. Tillägg för enstaka verksamheter eller intresseområden som hanteras enligt PBL:s regler och i formell mening utgör en ändring av översiktsplanen. Väsentligt i sammanhanget är att konsekvenser av alternativa lokaliseringar belyses i ett kommunövergripande perspektiv, att kommunens ställningstaganden innebär en avvägning mot motstående allmänna intressen samt att relationen till översiktsplanen i sin helhet redovisas.

Thematic municipal comprehensive plan

english definition:

A complement to the municipality-wide comprehensive plan, with positions and views on new sectoral requirements, without having to revise the entire plan. Additions for individual activities or areas of interest that are dealt with according to the rules of the Planning and Building Act and formally constitute a change of the comprehensive plan. Essential in this context is that the consequences of alternative localisations are explained from an overall municipal perspective, that the positions of the municipality mean that conflicting public interests are balanced, and that the relation to the comprehensive plan as a whole is described.
