Which constitutional principle(s) regulating state-municipal relations exist and what is it called?

• Belarus
  State-municipal relations are regulated by self-government = Councils of Deputies; Municipal council.
  
• Denmark
  State-municipal relations are regulated by the municipal autonomy (municipal government) and at national level by the Minister for the Environment. (see also DK Country and DK Practical Examples)
• Estonia
  State-municipal relations are regulated by municipal self-government - all local issues shall be resolved and managed by local governments. (see also EE Country)
  
• Finland
