District Level practical examples
There is no clear common definition for the district level in the 11 different planning systems of the Baltic Sea Region countries. It comprises planning activities between the regional and local planning levels, while a clear differentiation to the regional and/or local level is often difficult or fluently. It is not a separate level in countries where only 3 planning levels (national, regional, local) exist. The district level covers, depending on the single country, planning in municipalities (in this case it could also be the local planning level) or counties (in this case it could also be the regional planning level) in part or whole.
